The Office of the Registrar General (ORG), Spatial Services and NSW Land Registry Services (LRS) continue to work closely with industry to deliver the Digital Survey Plans (DSP) Program, transforming how plans are prepared, lodged, and registered in NSW.
On 1 July 2025, the first mandate (Mandate 1) came into effect, requiring all plans to be lodged online via LRS Connect – a major milestone in NSW’s journey toward a fully digital survey plan process.
What's next
Over the next two years, the DSP Program will focus on improving the quality of plans to ensure a streamlined registration process.
These changes will facilitate the enhancement of plan quality and effective examination timeframes by transitioning NSW to lodge Digital Forms and digital plan files (LandXML) with all plans. Following consultation with industry, clear timelines for the next stages of the reform have been established:
From 1 July 2026 (Mandate 2)
- Digital Forms: Plan administration sheets and section 88B Instruments must be created using the Online Form Builder in LRS Connect. These completed documents, known as Digital Forms, must be lodged with NSW LRS.
- Digital plan file (LandXML) – Stage 1: Deposited plans (including Compiled plans) lodged must include a digital plan file (LandXML) with the PDF plan. For the first six months, a limited set of information is required, such as new lots, roads, survey connection and control marks to help the industry transition.
From 1 July 2027 (Mandate 3)
- Digital plan file (LandXML) – Stage 2: The LandXML files must include the remaining required information such as survey marks.

Supporting the industry through this transition
We recognise that firms are at different stages of readiness, and we are committed to ensuring everyone is supported as we move towards the mandates.
Throughout 2026, LRS will work closely with industry to deliver a comprehensive engagement and training program to guide you through the transition. To begin this program, an industry briefing will be held in early February 2026 to outline how to prepare and address any questions.
In addition, LRS Connect will receive enhancements ahead of the mandates to support improved workflows and usability. Further communication on these updates will be available soon.
